Optical image stabilization uses gyroscopic sensors to detect the vibrations of the camera. The lens adjusts the optical path accordingly, ensuring that any type of motion blur is corrected before the sensor captures the image.
f/2 and f/2.8 are pretty close, f/2.8 and f/4 are different. All those samples are taken with the same lens. IMO, the bokeh of the 70-200 f4 IS is more consistent than the 70-200mm f2.8 IS. It all depends upon the frequency of the background pattern, how far away it is in relation to the camera and subject and what f-stop is set.
DOF and bokeh will be one consideration for portraiture. 200mm can really compress the BG but the 135s likely have better contrast and separation. Low light another consideration. The versatility of a zoom cannot be ignored however, and the 70-200 f4 is a good lens though I sold mine and went to the 70-200 GM 2.8.
Its smaller brother, the 100-300 f/4 HSM might be worth considering over something that is or ends at f/2.8. Although the Canon 200 f/2.8 or Sigma 70-200 f/2.8 would also be good choices you might find you wanted to add a 1.4x TC for extra reach at extra cost.
I wholeheartedly think the Tamron is sharper and likely has better stabilization. But I don't think they can match Canon on the AF. It may be close on the bare lens, but introduce a 1.4x or 2.0x and I bet the Canon stands out. That said, I can't honestly say one is a clear winner over the other.
