The introduction, primarily because Fallout 3 needed to have one. As a predominantly PC franchise from ~10 years earlier, Fallout 3 was tasked with the responsibility of introducing the franchise to a whole new generation of gamers. The game condensed a surprising amount of world building and key concepts into just the first thirty minutes. Though i have to say, fallout 1 and 2 have a much better atmophere than 3. NV has more weaponry. NV is more about rebuilding a civilization, while Fallout 3 is more concentrated on building. If you like to RP, NV is your man. If you want an exciting game, 3 is best. However, New Vegas has a much more morally ambiguous plot. IMO, F:NV is the better of the two. I also heartily recommend the original two.

The difference is that we have a bunch of performance optimisations aimed at New Vegas, so thanks to the fans, a modded NV runs better than a modded FO3. As well the DLC in new vegas has more content overall than the DLCs of Fallout 3 IMO. On top of that, rather than a bunch of isolated quests with no bearing on each other or the greater world (ie, the DLC in fallout 3), the DLCs form another big storyline that follows/compliments the main storyline and are all connected to each other in
Usually, the first Fallout game you play will be your favourite. As New Vegas is closer to Fallout 1 in style than Fallout 3, you'll probably prefer it.
